什么是ATA单证

“ATA单证册”又称暂准进口单证册，是世界海关组织为暂时进出境的货物而设立的一本国际通用的海关通关文件。迄今全球已有近70个国家和地区实施了ATA单证册制度，我国从1998年开始实施ATA单证，中国国际贸易促进委员会/中国国际商会是我国ATA单证册制度的出证和担保商会。

ATA单证册是一本国际通用的海关通关文件，它是世界海关组织（WCO）为暂时进出境货物而专门创设的。ATA由法文Admission Temporaire和英文Temporary Admission的首字母缩合而成，表示暂准进口。ATA单证册也被称为“货物通关护照”

ATA单证的作用

ATA单证册可使申请人免去向海关交纳押金或申请临时进口担保的情况，申请人能够预先安排并使用统一的文件去办理海关手续，同时单证下的货物可以免办理进出口许可证。ATA单证册制度旨在统一和简化货物暂准进出口的海关手续，为暂时进出境货物在全球范围内的流动提供通关便利，它囊括了整个暂时进出口活动中货物所涉及的在本国和在暂准进口国的所有通关文件。
